I want to buy a psd copyright for converting it into html.
Now would i have to buy the extended license or i just need the permission of the owner ?
The psd owner is asking 100$ for the copyright.so should i buy it from him ?

You only need their permission - license is irrelevant.
That said $100 is insanely cheap unless it’s v old and unlikely to approve.
You need to make sue:

they understand you are buying rights to exclusively convert and sell the file in HTML, WP etc.

get all details of the agreement in writing or email

make sure they have opened a ticket with support giving permission for you to convert and submit it and that you have the ticket ID.
Remember these deals are between you and the author and envato cannot protect you
