I can´t find a plugin what make this effects 🇳🇴/🇸🇪 [WOODS] The Warriors Of The Woods on the members like QuickyBaby and Skill4ltu as an example. Now i don´t know if i posting on right place here on the forum.
Can someone point me to a plugin what make this effects or someone can make one?

The effects look custom-made, but they could also be a combination of two different photoshop actions.

Cartoon actions.

Maybe something like this for the back glow.
