Photos as embellished canvas prints

I am wondering if anyone knows if we can print photos or graphics on canvases for commercial use that will be embellished afterwards. With handpainting. The correct usage guide says this: “Items must be incorporated into larger projects or customized in a way which requires skill or effort (eg: you cannot redistribute an item ‘as-is’).” but i’m not sure if painting over the design is considered customization? Can anyone help? thanks

I don’t think you’d be able to use the images from Elements for re-sale with/without any changes.
