Contact with envato author support team & payoneer support center also.they will guide you for solution.
Envato support team will give you a id then share that id with payoner help center they will removed your account from Envato market payouts.

I spent more than a year going back and forth between Envato and Payoneer trying to do this very thing… until I gave up and just had to create a new Envato account. If you ever figure it out, please let let me know.
