I intend to buy some theme here. Let’s say the price is 35 USD. Is this meant to be one time cost for theme or yearly cost for theme?

Its one time cost.
It’s a one time cost for the theme as it relates to future updates, which are included for the lifetime of the item. Support is only included for the first 6 months after purchase, and you can purchase additional support packs later on if you require support after the initial support period expires.
