Newbie Needs Help With AE Templates

Hi
I have seen a few intro videos I am interested in purchasing. What software do I require to edit these AE templates ? I would like to use Sony Vegas Pro for editing but do I need After Effects to accomplish the changes of the text in the videos?

Are these one time purchases or do I need to pay something monthly or?

It’s a one time payment (once per project).

If it is an AE file then yes you will need After Effects to modify it

What about a motion graphic template? Do I need “After Effects” to modify it? Isn’t there something out there which I can use that is less expensive than Adobe After Effects? I have purchased a template entitled “Elegant Mosaic Opener” from Videohive and need to change titles and swap out images.Thanks for your help.
