Needing plugin to Instantly generate RSS feeds from any URL

I need product the can create an rss feed for any site. RSS.app is an example of what I want/need, but I want to keep and control my feeds. Fetch RSS is another site, but I cannot figure it out.

There may be a plugin like this now, but I cannot find it. If not, I know there is a skilled person that can do this for me. Thank you
