Need to Understand the Charges that is applied

Envato Forums,
Purchased Recently a template for react native, Charges applied was 19$ but handling and GST Cost made it 25$.
With the Currency Calculator, Cost was 2082, But I got deduction of 2250 that is almost 170 plus Money. Its a very little amount but curious to know the breakups comes. its actually 28$ you deducted.
Hope you guys Explain this.
Had a Account since 10 years but wants to know all the things about all platforms.

Check the invoice you have received. If it’s PayPal, there may be additional costs, plus exchange rate differences…
