Is this documentation sufficient for template kit submission Hotux – Hotel and Resort Template Kit?
You don’t need to create a documentation for template kit (you don’t need to submit that to Envato / Customers).
But it is up to you will you have some kind of documentation somewhere online. For Themes documentation is required but not for Elementor template kit.

A short set of setup steps with a link to the HelpCenter article for importing and where to get support from Elementor are added to Template Kit descriptions as author support is not included in these items.
