It may have the features but the execution is not great visually:
If v 1.0.1 is not out then you need to focus on finishing that too because otherwise the reviewer will see it as unfinished
Agreed - it’s not fully mobile friendly, and that’s a huge problem.
Additionally, I would suggest making different types of popups - a lot of webmasters are scared of popups like yours these days, because Google may penalize for them.
As per Google’s blog post on August 23, 2016, the following must be avoided on websites:

Showing a popup that covers the main content, either immediately after the user navigates to a page from the search results, or while they are looking through the page.

Displaying a standalone interstitial that the user has to dismiss before accessing the main content.
There are other plugins on CodeCanyon that do what yours does and provide many more options. One thing they all lack (last time I checked) is an SEO-friendly popup that follows Google’s guidelines, so I think you could definitely take advantage of this.
For example, you could provide an option to have a “sticky popup” - a small popup stuck to the bottom of the screen that uses very minimal space, and then they can click to expand it.
Finally, as @charlie4282 pointed out, it is in your interest to add those “1.0.1” features before your initial upload; remember that the day your item gets approved is when it receives a massive amount of free exposure, so don’t waste it.
