Hi,
Is there any limitation to upload multiple web template at a time at themeforest?

yes there are limitations for different level author

Author Level Upload limit
Power Elite Up to 5 items can be in the review queue at any time
Elite Up to 5 items can be in the review queue at any time
Non-elite authors One (1) new item submission at any time
