I don’t find one that handles sites that run qTranslate-X, Polylang, etc. The ones I have tested so far don’t handle it well.

That plugins are not for translation newsletters that sites. And maybe is not problem in plugins that in your template and conflict between template and plugin.
hmm…understand. Another question: Don’t the newsletter plugin at least should interprete the language tags so not all at once are shown, like in example?
