We are looking for an author to develop our HTML approved template to WordPress.
The profit shares are negotiable.
Authors should be well trusted and experienced with at least one WP theme accepted.

This item can’t be approved as WordPress item. Too weak design.

Appreciate your opinion but how can we improve it ?

I don’t know, but WP category has another quality level. If you have approved PSD or HTML template it’s not guarantee accepting of WP version
