I’m looking for a wordpress theme or plugin where members can upload and download PDF’s. Does a plugin or theme like this exists? There should be 1 page where every PDF is shown (in different categories) and a member dashboard where you can upload your own PDF.

You don’t need a plugin or a specific theme for downloading. Any site with any theme will do that easily.
Example on my site (about birds, I don’t sell programming services). The hyperlinks go to PDFs. You can also make people click on an image if you want.
