A multi-vendor one but, depending on how big you plan this to be, it’s not something that is really suited to stock themes.
Just as the very basic other considerations…
Based on exact requirements you may need an extended (much more expensive) license.
If you plan to be truly international then there are country-specific requirements that would need to be adhered to which are highly unlikely to be covered as standard in a stock theme
You will also need some serious hosting and security which will mean a significant investment way above stock pricing
