As the Elements themes are not supported by the authors, I suggest to check ThemeForest if the item is on sale - you can get your own copy and request help/update from the item author.

Tested on Firefox - it appears to jump on the first page load when the page is not then cached. I suspect it is not a bug just something that happens on the first page load. When I do a hard refresh I see something similar but I am not losing sleep over it
