I purchased a regular license and before starting use it, I want to know if I can install the theme in pre-pord plateform (Local VM) and the same on (same license) will be deployed on the prod plateform ?

Yes, you are allowed to do this. Not all themes require activation, but if they do, it is typically done in order for you to receive theme updates. Many authors have a license system which will restrict you to a single domain name. If you run into that type of situation, you can contact the author to clear it.
Alternatively, you can activate the theme on only one of the two installations. For example, if you activate the theme on your pre-production website, it will receive all updates, so your production website doesn’t need to be activated.
