I've got rejected, but something doesn't match

Is it me, or there’s a contradiction?

By item, you mean the exact package version that got rejected, or the product in general?

That product, in general

It does sound like a contradiction in the language that they use but here is where I think it comes from:

A Soft Rejection only requires small fixes/improvements and you can resubmit again. They probably see this as being the same project.

A Hard Rejection, such as in your case, requires significant changes/improvements before you can resubmit it. And they probably consider this to be a different/new project now.

So, you can resubmit your project but you will need to make significant improvements before doing so.
