depends on what the image is/who owns it/license etc.
but generally now it’s not meant to happen. You have referenced a file here that’s 2 years old - stopping authors doing this has become more rigid since then
I guess it may depend on the license they fall under.
At the same time as with everything, some items may slip through, and if you want absolute clarity then you should email support.
I wouldn’t get too hung up on this - If an item is rejected because of this then the reviewer will make it clear. If they ask you to remove them then you have to do it.
It’s not about the quality and the guidelines you follow it’s all about the reviewers mind… If they like it it will get approved or else a mail containing your item has been rejected and unfortunately we found it isn’t at the quality standard required to move forward.
