Improving Hard Rejected Projects

Hi, I’m new here. I know that hard rejected items cannot be submitted again but what if the author improved the project like adding particles, nice colors, or lights to improve the overall look of the project? Can the project be submitted again?

Also, I want to ask useful criticisms for my rejected project. Thanks!

You can use a hard-rejected project as a base to create a new template but the changes have to be significant in order to deliver a lot more complex look.
