You should be able to find rain noise, coffee shop, white noise etc. that you can use. It just depends what you’re going for.
The licensing will depend on if it’s a app that will be sold, how many people will use it etc.
Here is a quick rundown of the sound effect licenses and the license FAQ is a pretty good spot for more information on some of the trickier usage options.

Thank you for your reply. The application is free to download and use. We provide some free sound effects. In-app purchases, some sound effects need to purchase fees to use. In this case, what kind of license should I purchase?

I’m not a license expert, you’ll need the Envato Help and Support for that. But this is from the SFX single license page…
You are licensed to use the Item to create one single End Product that incorporates the Item as well as other things, so that it is larger in scope and different in nature than the Item.
Examples of End Products: apps, games, podcasts, websites, live performances, videos, DVDs, films, TV shows and advertisements.
