If you mean can you use other items in your own submission then NO you need permission and written consent from the author of the item you want to include

If you are planning to buy a script/plugin from codecanyon and wan to use that one for your themeforest item as a single feature/functionality for your main item (like for creating template/theme) then you have to purchase Extended license and have to take permission from the script/plugin author by contacting them through their profile. but if you are planning to create a same type of item (script/plugin) then you are not allowed to do that.
