You need the full marketplace and escrow functionality developed?
That’s not going to be easy on limited budgets esp given the security and technical considerations of managing and handling that type of integration
You’d be better off looking at existing marketplace themes on themeforest and trying to find some kind established escrow solution that can be plugged in but even then that’s going to need some significant work to setup let alone to host and manage in the future
Depending on the “limited” budget, it may not be possible to achieve what you need. There’re some themes/CMS that would support it by you may need to get lots of extensions and integrations to work it out together - would either take time or money. but good luck!
