I need advices about a Hard Rejected Blogger theme

Hello,
I hope you help me with some advises about my Hard Rejected Blogger Theme.

Rejection Message: “Thank you for your submission. We have completed our review of “Flixible Multi Purpose Responsive Blogger Theme” and unfortunately we found it isn’t at the quality standard required to move forward, and you won’t be able to re-submit this item again.”

I have got a theme accepted before but i build using Bootstrap. This one i built it without Bootstrap, do you think this a main reason although i have followed the same steps of coding and typography in the accepted one OR there is something i miss. I think the main reason is the w3 validations

Blogger templates always have W3 issues - these are not grounds for rejection on that category

@charlie4282 Do you think if i integrated Bootstrap and added more layouts and resubmitted it again under magazine category with title “Flixible Magazine Responsive Blogger Theme”, may be accepted and won’t be considered as an abuse or fraud for the uploading system OR it will be waste of time.
