i create program for twitter hashtags and it's rejected for no reason

i created a simple program
that get the top trends in any country, then post a tweet to all theses hashtags one by one with waiting seconds between posts so your account not be suspended

and the program can open many twitter accounts simultaneously.

after waiting days i got this message
Thank you for your submission. We have completed our review of “Twitter Hashtags Dominator” and unfortunately we found it isn’t at the quality standard required to move forward, and you won’t be able to re-submit this item again.

could someone review my program and give me a feedback about rejection

Is that not effectively just spamming and against Twitter’s policy?

I already use this program for many months and not be suspended

With all due respect that doesn’t make it legal.

We do a lot of work with Twitter off of envato and am 95% sure that type of automated mass tweeting would be deemed against policy.

Either way we can’t download files from where your link is while at work but even if envato were to approve it then you would need some kind of working demo/video etc showing the script in action
