I bought an envato template, but I need my technical guy to work on it, Does he need to download it? If I download it now - Can he still download later? or Can I pass it on to him?
you can send this to him, you can let him download the item (if you give him login and password to your account) etc - If you bought an item you can do with this item whatever you like - except resell this item anywhere. ;]

You shouldn’t be sharing your login credentials with anyone. Just download the theme and send it over email / file transfer service
