How much does a plugin cost to develop (details included)

Hi,

Newbie here and have a question. Below are some general requirements

  1. Show plugin on left sidebar (in wp-admin) with a add new page section
  2. The plugin should create a new page from loaded templates
  3. Just like normal add page let it allow title adding with content
  4. You can choose color from a palette below the content editor (basic tweaks should be allowed related to design)

So i need a plugin which will allow creating a template based page where the template does not belong to the current theme. Nothing else. Can someone tell me how much would this cost to develop excluding the templates work?

Because the template would need design + html coding which i can do. I need the WP plugin done.

Any cost estimate please?
