How do use Photoshop Actions?

Hi, How do I install and use Photoshop Actions?
I downloaded Light and Flares from:


but no instructions. I ‘played’ the action but no change to the image despite pressing’Okay" throughout the various stages of all five actions.
Are there any Tutorials on the above?
Please advise.
