Help me to get a Breezy CV Theme

I like the WordPress theme named BreezyCV by LMPixels. I could find two links on ThemeForest for the same BreezyCV. Mainly I could figure out one is of $25 theme and another is of $9 template, So If anyone could elaborate on the difference between theme and template as mentioned below with links:

The cheap one is a HTML template (editing raw code)

The more expensive one is a WordPress theme (CMS admin panel)
