As the name of topic, could you please tell me what technique is used to create this illustration:

I guess that using Photoshop, but I don’t know how to do that. Everybody who know please help me.

Hi @nvkhoa07. Welcome to the forums :slight_smile:

If you have a look through the Photoshop Actions libraries on GraphicRiver or Elements, you’ll find a lot of tools that can produce these sorts of effects. Here’s one example, designed to take a photo and convert it to a digital painting style:
