I work in a public service in France and would like to buy a theatre template.
Pb is : as a public service, we can’t buy anything with credit card and we need a quote for aproval before. Is it something doable with Envato ??

To be honest pretty much every marketplace will work like this because the cost is the cost regardless of where you buy it - you would need to be employing custom work from an agency or freelancer to ahcieve tender type quotes
