Hello, I need a website for my startup company. I am looking for the home page with the same effects of the following site to be created:

When you hover over the certain sections you are then taken to the respective pages which I would like to be like the following:

Due to a tight budget all I need is for the few pages to be created functionality and elements as seen on these two sites I will then populate with the respective text and visuals.
