Extension Manager - "does not contain valid signature"

Purchased several CS6 Actions and they will not install.
run as admin Extension Manager 6.0.8.28 …“does not contain valid signature”
Extension Manager Tools> pref> all warnings are off.
Is there another way to install?

win10 pro + Photoshop
