Some Authors don’t follow Exclusive rule but Envato still allow them to sell here. Why?

The rules always apply, but Envato can’t monitor every author and item all over the internet, it’s just not possible. Items even get stolen and resold on other sites all the time, but you wont know until you happen to come across it.
Like the others said, if you find something wrong like that, report it, and Envato will do their best to take care of it.

He is well known Author I think. Everyone knows him. but Sad he is not following rules. I have seen lot of Elite Authors follow strict rules! Anyways,
I have reported him for violating Authors exclusivity rule. Let’s see what happens… I’ll give updates as I receive any mail.
