Envato’s senior review team has confirmed stricter enforcement of item duplication rules. Authors can no longer submit multiple versions of the same design using different frameworks (e.g., Bootstrap vs Tailwind) or minor tech changes (e.g., JS vs TS, SASS vs CSS). Only submissions with substantial functional and structural differences will be considered unique.

I mean, technically it’s same template anyway. I have seen some authors they are selling all the variants under the same “HTML template”..
They should update the terms though..

As far as I can understand:
Template variants are not acceptable if only the JS/CSS library changes. It is because all are HTML templates, only the JS/CSS library is different.
But a Family product like HTML template to WordPress, Shopify, PrestaShop, Magento, Drupal, OpenCart etc is fully acceptable. Because all of these are fully different platforms and have their own fully different coding styles.
HTML/JS to PHP/WordPress is acceptable if it has a different coding style like HTML to Laravel scripts, JS to WordPress plugin etc.
