Envato License when a product has embedded a component with an unknown license

Hi community and Envato legal team,

Hi team,
I have a question related to the following component part of Gogo React template “tst-toolkit” used to render css/scss (https://libraries.io/npm/tst-toolkit). We’re unable to identify the license of this component, the license is defined as “other”.
Can you help to explain how Envato license is covering this case?
