Do the Wordpress site themes contain a CMS?

Hi
I need to create a site for a client but they want a CMS included. This is not something I’m familiar with. What’s my best way forward?

WordPress is a CMS. The themes are only part of the WordPress CMS.

Could you match the design already created using HTML, CSS and Java script?

You should share a link to the site you want to covert.

There are also ways to convert existing sites to basic CMS without having it mirror it on a new platform but these are not as advanced or robust as WordPress
