Do I have to set up a Payout account before uploading an item?

I uploaded an item before and was rejected hard. So I’ve never sold items. Do I have to set the Payout account before uploading the item? Or can I payout account after the item is passed after uploading the item?

And I sell items abroad. Is Payout account advantageous to use between PayPal, Payoneer, or SWIFT? When I sell an item, should I check each homepage to see what’s left the most?

SWIFT seems to be the best option, since the others have huge commissions
