Displaying notice tag or notice category as badge

Hi,
I have created notice so that i can show any new added notice. everything works fine and the notice are loaded. My question is:

1. How can i display tag or category (new) besides the notice?
   
   
2. Is it possible the external link in Documents to open not in a new tab?
