Custom wordpress plugin needed

I need a wordpress plugin created that will allow users to complete tasks (offline), have it approved by admin, then earn points for completing the task.

Tasks must be editable/set by admin,
Points need to accumulate by individual user,
Different levels of accomplishment based on points,
Users added through plugin,
Users approved by admin,
Simple to use - meant for elementary level,
An announcement page for users that reach each level would be nice addition.
