If you have a sensible budget then there are several decent freelancers in the forums like @ki-themes who would be able to help.
Otherwise find an author who’s items you like and contact them to see if they do custom builds.
Bear in mind that any agreement you make with people will be private and that envato are not able to be involved or protect or guarantee things, so I’d prioritize finding someone (preferably with items for sale on envato) with decent portfolio that they can prove.
