Codecanyon extended license confusion

I have a question about Extended Licenses.

A customer bought my item (PHP script).
Now, on his server, he sells access to this PHP script to clients who will pay him a rate every year.
Every time he gets a new client, he creates a copy of my script at a different address, e.g.
example.com/clientA
example.com/clientB
Each of his clients gets such an address, so he creates a copy of my script every time.
Is one Extended license enough for him or should he purchase a separate Extended license for each such copy?

will need to purchase a separate license for each of their clients. and regular license should be fine for each client if the end product access of the client free for all.

Both regular and extended licenses will be valid for a single end product (single website/domain/client).
