Change Default Colors in Canvas

I found a video showing that the /css/colors.css file just had to be edited (top three lines) with the new color in hex, save and upload, then refresh the browser and changes would be visible. Not visible for me. I cleared memory, tried again - no change. If I view it on my local editor - no change. Can someone point me in the right direction to change the theme/default color?
