I need to put a border around a block I created as an advertisement. It is supposed to be easy to do so, but all the instructions I have found clearly show a “Border” option somewhere under the controls for background and text color. No such option appears when I try to do it. So how do I make my border.

code looks like an easy enough fix if I knew where to put it.
Theoretically, adding a border should be easy with the Gutenberg editor, Unfortunately, the Gutenberg editor on my site lacks the particular control that makes it so theoretically easy.
