If you have just purchased this script through Envato then contact the user and request their support.
My developer says he needs access to my account to build my website. I have already downloaded the theme files for him. Is there a reason he would need access to my account to build the site.

I don’t think your developer need your Envato account access. But developer may need the theme purchase code. So, you will need to provide both themes files and purchase code.

Following on from what @mgscoder has said, the developer definitely does NOT need access to your Envato account.
However, if your developer is building a website for you, or is helping you to install the software, then yes they would need CPanel access which would speed up the process. Or better still an FTP access. You should be able to setup another FTP account for the developer, which will allow them to then upload files directly to your server. FTP access would be okay - CPanel access is only needed if you really trust the developer, or cannot understand what they ask you to do.
