Can I use photos from sites as shutterstock for my photoshop action presentation?
As long as you have the license to use it commercially then you can for the demo but you cannot include them in the download

There are 2 types of licence with Shutterstock.
There is either Standard or Enhanced. Since your contract for these images would be with Shutterstock then I would suggest you refer to their licence terms and conditions on this page here:

What if the photos are free?
Like photos from unsplash or pexels, Can i use them in the presentation?

Free sites like Unsplash can be used in the demo but you still cannot include them in the download or redistribute them.

What do you mean with “demo”?
If you preview the action as a video/screenshots etc. then you ca use the images - you just can distribute them with the action download or make them an element of the action
