Can I approve both accounts with on id card and other information ?
Authors are allowed to have two accounts, one exclusive and one non-exclusive. You can verify both accounts with the same ID card. Authors are not allowed to have more than two author accounts.

No - it can only be one of each and you wont be able to verify them if not
