Can I buy templates from Envato market and edit codes to create a dynamic website? do you recommend buying WordPress templates? and plz recommend resources for wordpress to get some knowledge of wordpress website editing and setup.

I actually want to make a whole dynamic blog website like this https://reviewlog.org/. I am not sure what they are using as i am not familiar much with wordpress. I will outsource to make it look like this website.
