can I buy the PSD template from theme forest and make it HTML template and upload it can they approve it anyone knows about it?
Not without permission from the original author to convert it and any license/fees/agreement they require
FYI there is also no guarantee of approval in other formats just because a PSD is already passed. Different categories bring different expectations.
