Can I add the plugin that I created containing elementor widget or custom post type into my Elementor kit template or should I submit it into the wordpress.org repository?

It must be on WP.org - it is not allowed to be into Elementor Kit directly.

Please also note that kits cannot contain custom post types or post type data at this time. All content must be created in the page using the builder.
